Regional Governors and Government Employees Engaging in Campaigning: Babayan

Human rights defender Arsen Babayan stated on his Facebook page: According to paragraph 2 of part 14 of article 17 of the constitutional law on referendums, it is prohibited to conduct any form of propaganda and distribute any kind of campaign materials during the performance of their official duties by employees of state institutions or organizations, community institutions or organizations, or organizations with 20% or more participation of state or local self-government bodies in their statutory capital.

There are noticeable violations of this rule by regional governors and representatives of the government and the National Assembly staff, which are also reflected in individual profile pictures on Facebook promoting the referendum with the caption YES.
