Am I obligated to fix the curbs and stairs of every booth or not? Zaruhi Batoyan

The Minister of Labor and Social Affairs Zaruhi Batoyan has published a photo on her page taken near the Yerevan City Hall and made a statement:
“This booth has just opened in the park opposite the City Hall. I want to understand, am I obligated to fix the curbs and stairs of every booth, or are there bodies that are responsible for the accessibility of at least new or reconstructed buildings?
