Who is Davit Tonoyan
Davit Tonoyan was born on December 27, 1967, in Ust-Kamenogorsk, Kazakhstan. He graduated from the Faculty of Geology of Yerevan State University in 1991 and from the Russian Federation's Academy of Military Diplomacy in 1997.
From 1986-1988, he served in the Soviet Army, and from 1992-1994 he was part of the main department for combating organized crime at the Armenian Ministry of Internal Affairs. In 1994, he transitioned to military service in the military police of the Ministry of Defense of Armenia, where he held the position of division head. In 1997, he became an officer in the armaments department of the Ministry of Defense.
From 1998 to 2004, he held various positions attached to the NATO Allied Command's operations. From 2004-2007, he served as the representative of the Armenian Armed Forces at NATO. Between 2007 and 2008, he headed the international military cooperation and defense programs department of the Ministry of Defense.
He served as the head of the defense policy department from 2008 to 2010 and was appointed as the first deputy minister of defense of Armenia on October 2, 2010, by presidential decree. In 2017, he was appointed Minister of Emergency Situations, and in 2018, he became the Minister of Defense of Armenia.
He is married and has a daughter and son. He is a master of judo.
Assets
The declaration of Davit Tonoyan does not mention any immovable or movable property. On the day of his appointment as the first deputy minister of defense in 2011, he declared having 3,500,000.00 AMD in cash and 5,225,244.00 AMD in income received from work-related remuneration.
In 2012, both his cash and income increased slightly, reaching 4,100,000.00 AMD in cash and 6,574,960.00 AMD in income. In 2013, his cash decreased while his income remained the same. His total income was 6,762,960.00 AMD, of which 5,574,960.00 AMD was received from work and 1,188,000.00 AMD was a pension.
In 2014, his income increased to 8,212,350.00 AMD and reached 9,638,072.00 AMD in 2015, with 960,600 AMD received for scientific work. In 2016, his total income reached 10,691,232.00 AMD, of which 1,800,000.00 AMD was from civil contracts.
In 2017, upon his appointment as Minister of Emergency Situations, he declared a TOYOTA RAV 4 1.8 vehicle as movable property. That year, his income and cash decreased significantly, from 10,691,232.00 AMD to 3,624,533.00 AMD, but by the year's end, it increased to 9,729,856.00 AMD.
In 2018, his income amounted to 9,941,242.00 AMD, while his cash was declared to be 2,850,000.00 AMD. Tonoyan's wife, Zarouhi Manukyan, declared 3,500.00 USD, and there is nothing declared under the children's names.
