From the Ministry of Health: On Torosyan's 'Associate' DJ Vaktsina's Use of State Budget

The spokesperson for the Minister of Health, Alina Nikoghosyan, wrote on her Facebook page: "In response to the publication titled 'How Arsen Torosyan's associate DJ Vaktsina benefits from the state budget: $20,000 to his company,' we inform you that, for the needs of the Ministry of Health, a procurement process was conducted for television services (preparation and broadcasting of an advertisement) within the framework of the 'National Program for Smoking Cessation of the 2019 Republic of Armenia State Budget.' This process was carried out in the electronic system www.armeps.am under the code 'RA MOH GHSB-2019/21.'

Three organizations submitted bids for the procurement. As a result, a contract was signed with 'In Progress Production' because they presented the lowest price offer and met the requirements set forth in the invitation. We recommend verifying information from the agency before making such 'revealing' statements."
