Ministry of Education Clarifies 'Black List' Status of the Armenian State Pedagogical University

The Ministry of Education and Science of Armenia has issued a clarification regarding a publication in the media.

In response to the publication titled 'Black List' by the newspaper 'Zhamanak', we inform you that on April 11, 2019, a procurement process was organized by the Ministry for the purchase of training services for diaspora teachers under the code 'RA MESCE-19/5'. As a result, the Armenian State Pedagogical University named after Kh. Abovyan was awarded first place by the evaluation committee. A request was submitted to the State Revenue Committee of the Republic of Armenia to obtain information regarding the 'financial resources' qualification criteria.

According to the relevant conclusion received from the State Revenue Committee, the Armenian State Pedagogical University named after Kh. Abovyan has overdue obligations exceeding the thresholds established by the law 'On Procurement' as of the date of the application submission.

Based on sub-point 2 of point 1 of Article 6 of the law 'On Procurement' and segment a of point 6, the Ministry has referred to the Ministry of Finance of the Republic of Armenia to include the Armenian State Pedagogical University named after Kh. Abovyan in the list of participants not entitled to engage in procurement procedures.

We also note that a new competition has currently been announced.
