Only the Kamaz Importer Can Win the Trash Truck Tender

The Yerevan municipality has announced a competition for 24 trash trucks worth around 900 million AMD, in which no other organization but the Kamaz importer could win. This was stated by David Khajakyan, the head of the 'Lus' faction in the Yerevan City Council, on his Facebook page.

He specifically wrote:

"The point is that the technical specifications seem to be written specifically for that Kamaz model and hinder other organizations from participating in this competition.

It is noteworthy that the municipality has indicated the Euro 3 environmental standard as a technical specification for the 24 trash trucks!!! The thing is, since January 1, 2018, the production of engines below the Euro 5 standard has been banned in the EAEU territory.

No other organization could win this tender regardless of the price submitted, as the production and import of Euro 3 is prohibited in the EAEU territory.

If it turns out that the imported trucks are indeed Euro 3, then there will be serious questions about how they were manufactured in Russia and why our state bodies allowed them to be imported into Armenia. And if it turns out that the imported trucks are actually Euro 5, it would mean that an artificial barrier has been created by the technical conditions of the competition, preventing other organizations from participating in a tender worth 900 million AMD.

PS: In European countries, the production of Euro 3 has long been banned due to the large volume of its emissions, and I am almost certain that officials responsible for this procurement were aware that it is also prohibited in the EAEU.
