Russian Soldier Who Killed Gyumri Woman Not Detained, Mikael Nahapetyan Files Complaint

Mikael Nahapetyan, a member of the Executive Body of the Citizens' Decision party, wrote on his Facebook page: "I have just submitted a complaint to the Prosecutor General's Office regarding a crime.

Specifically, this concerns the failure of officials to execute a court decision. The issue is that on December 2, 2018, a soldier of the 102nd Military Base of the Russian Federation, accused of intentionally causing serious harm to the health of Gyumri resident Julieta Ghazaryan and negligently causing her death, was selected for detention as a preventive measure, which has not been enforced to this day, violating the RA law on 'Conditions for the Detention of Arrested and Detained Persons.'

We believe that the acts mentioned contain signs of an offense as defined by Article 353 of the RA Criminal Code, which states:

Article 353. Non-Execution of a Court Act
The deliberate non-execution of a legal, enforceable court judgment, decision, or other court act by an official or obstructing their execution is punishable by a fine of three hundred to five hundred times the minimum wage, or detention for a period of one to three months, or imprisonment for a period of up to two years.
