Migrants in Moscow to be Monitored via Information Technologies

Migrants in Moscow will be monitored through a comprehensive information technology system. This was announced to RIA Novosti by Moscow Mayor Sergey Sobyanin.

According to him, Moscow has started developing modern technologies to ensure complete control over migration flows. For example, migrants at the border will be photographed, and that photograph can be used for identification, along with fingerprinting. At the migration center, where attendance is mandatory, the migrant will also provide a genomic sample.

As Sobyanin noted, this will significantly ease the search for individuals in cases of illegal activities or administrative and criminal violations. “Additionally, with the help of information technologies, we will analyze entries, exits, registrations, and more. Furthermore, to monitor movement and see which part of the city they are in, a new migration registration system is being introduced. Their registration will be carried out via their own mobile phones. A special program will be downloaded, according to which the operator, or the robot, can request information about that citizen at any frequency, require them to respond, show their face, and share their geographical location. If they fail to respond, do not connect, or do not operate the program, we will consider them in violation of the migration registration conditions, with all consequent implications,” Sobyanin stated.

The Mayor also mentioned that electronic cards will be provided, which police can use to check a migrant's status, seeing a “traffic light” system—red, yellow, or green. “If it’s red, the person is actively being searched for. If yellow, it’s possible they have certain violations. If green, they can move freely,” the Moscow Mayor said.

According to Sobyanin, this system allows for monitoring both the migrant's status and the actions of the police.
