Armen Grigoryan, the Secretary of the Security Council of Armenia, addressed reporters today regarding the questions related to the opening of a Russian consulate in Kapan. He stated, "No such announcement has been made; apparently, it has been said that it is under discussion."
It is worth noting that Armen Grigoryan also spoke about the conditions put forth by Azerbaijan regarding the peace treaty. The Security Council Secretary announced in the conversation with journalists that the delimitation process is not on hold.
