“The end of this is that we must be able to support people so that they can engage in their own lives. There is simply no other option,” said Prime Minister Nikol Pashinyan.

He added that when he says, “poverty is in a person's mind,” he also means this: “The more we help a person, the more they seem to remain in the black list. This is the problem.”

Pashinyan also noted that while it is possible to provide a person with bread for a few days, he asked, “But with whose money are we giving that bread? The money that the state budget earns to give bread to the needy, is formed based on the worker’s account. Therefore, we must support the worker and encourage the non-worker to work. And the only way to work is through education.”
