What are Baku's Adjunct Demands: ‘Hraparak’
“Azerbaijan and Armenia have completed negotiations on the text of the peace agreement. Armenia has accepted the proposals of the Azerbaijani side regarding the last two unresolved points of the agreement,” said Azerbaijani Foreign Minister Bayramov, as reported by ‘Hraparak’ newspaper.
“These points concern the withdrawal of international claims and the non-deployment of forces belonging to third countries at the border. The Armenian Foreign Ministry was quick to assure that ‘the peace agreement is ready for signing.’ Consultations have begun regarding ‘the timing and location of the signing.’
Despite some members of the ruling party actively spreading this announcement yesterday, they confessed in private conversations that it does not mean the agreement will be signed, as Baku has raised adjunct demands. These are not about changing the Constitution, to which Pashinyan has agreed, but rather the return of 350,000 Azerbaijani refugees, the Zangezur corridor, and the handing over of Armenia's ‘military criminals’ to Baku, which has already been stated several times by the assistant to the President of Azerbaijan, Hajiyev,” the newspaper writes.
