Minister Surbuhi Galayan Announces Timeline for New Constitution Text
The Minister of Justice, Surbuhi Galayan, has announced that the new constitution will not include changes to the governance system. She emphasized that the current efforts are focused not on developing a new concept but on crafting a new text for the constitution.
“Everything must be done to ensure the new draft constitution text is ready before the upcoming elections,” she stated, adding that the question of holding a referendum will be determined thereafter. Galayan also stressed that she will not provide comments regarding the text of the constitution, stating, “We will reserve that for the relevant committee.”
Additionally, Galayan mentioned that clarifications regarding the electoral system are possible, based on a proportional electoral system while excluding any majoritarian elements. “This assumes not only constitutional amendments but also changes to the regulations of the National Assembly,” she concluded.
