Andranik Kocharyan Should Have Written a Letter to Alen Simonyan, But He Didn't: 'Zhoghovurd'
'Zhoghovurd' newspaper reports: 'QP member Andranik Kocharyan's latest promise remains unfulfilled. In a recent interview with Public Television, Andranik Kocharyan announced back in September that the investigative committee examining the circumstances of the 44-day war had completed its work, and the conclusion was ready. He stated that in October he would send a letter to the Speaker of the National Assembly to convene a closed session, during which a 'report consisting of several hundred pages' would be presented.
However, 'Zhoghovurd' newspaper learned that Andranik Kocharyan has yet to contact the Speaker of the National Assembly, nor has the report been published, even under a confidentiality regime. The spokesperson for the National Assembly, Movses Harutyunyan, informed 'Zhoghovurd' that they have not received any letter regarding convening a closed session.
Previously, Andranik Kocharyan had also mentioned deadlines; back in April, he stated that the committee's report would be submitted either by the end of May or in September. Yet these deadlines have also been missed, and the report examining the 44-day war remains classified.
According to the 'Law on the Regulation of the National Assembly,' after being submitted to the Speaker, the report should be discussed openly in a regular session of the National Assembly within one month, published on the National Assembly website, and the closed part should be discussed in a confidential manner. However, Speaker Alen Simonyan, who is constitutionally obligated to ensure the normal functioning of the National Assembly, is unable to adhere to the regulatory requirements, failing to ensure that the deadlines and reports of the established temporary committee are presented appropriately and on time. This breach of the National Assembly's regulations constitutes a violation of the law.'
