Biden's withdrawal from the race means that the Armenian-Azerbaijani and Armenian-Turkish processes are 'leaderless.' This was stated by international expert Suren Sargsyan on his Facebook page.
“I don’t know why Azerbaijan should agree to sign a peace agreement with a government that has only a few months left, under its mediation/influence. Especially since this issue is not a priority for either Harris or Trump’s administration, and Baku can wait calmly. The same applies to the normalization of Armenian-Turkish relations, in which the Biden administration had an interest.
The notion of signing the so-called peace agreement by November, even if it did not originate from Washington, served the interest of Biden’s administration, as it could be used as a foreign policy achievement leading up to the elections (remember Trump’s normalization of relations between Israel and several Arab countries ahead of the 2020 elections).
Now these issues are 'leaderless' because there is no one to fear Biden's pressures, and everyone is indifferent to what his 'legacy' will be, and whether he will remain in history as the person who resolved historic conflicts or not. The arrival of Trump or Harris implies a new foreign policy with new priorities and actors.
