The Offer Burst. Avanesyan's Failure: "Zhoghovurd"
According to the newspaper "Zhoghovurd," Health Minister Anahit Avanesyan's proclaimed "offer" has faced a fiasco. As known, at the end of last year, Avanesyan assured Prime Minister Pashinyan that the offer contract for state-subsidized services had begun to operate with an unlimited budget. In reality, there was no offer at that time, but after the announcement, they were forced to make a transition to the offer shortly after.
And it has only been three months since the year began, but the budget allocated for state-subsidized services has been over-executed and depleted. After a cabinet meeting, Avanesyan admitted that additional resources are needed and that the registration system must be operational.
We have learned that following this announcement, restrictions have already been implemented, moreover, these restrictions have begun to be introduced in a "cunning" manner. For example, the Armed program has started to be "suspended" initially, not functioning fully, and medical institutions were unable to open any applications or schedule any visits. Subsequently, very specific restrictions have begun to take effect concerning hard-to-access services.
This has posed a serious problem for medical institutions, as patients have already been summoned, investigations and surgeries planned, and now they are forced to send them home again and reorganize the registration process. Since yesterday, there has been chaos in healthcare facilities.
