A Non-Leaving Restriction Imposed on Bisharyan: This Time, the Target is the Ministry of Health
According to the daily newspaper 'Zhoghovurd', news spread on February 17 that Professor Mher Bisharyan, head of the Department of Forensic Medicine at the Medical University and director of the forensic scientific-practical center, had been arrested. Days later, on February 19, it became known that the court did not place Mher Bisharyan in custody. A non-leaving restriction was chosen as a measure against him.
Bisharyan was arrested in connection with a criminal case being investigated by the Anti-Corruption Committee. He has been charged with alleged abuses regarding the procurement process. The fact is that the procurement process in question, which led to Bisharyan's initial arrest and subsequent release, occurred during the tenure of former Minister Arsen Torosyan. Consequently, this time, the target appears to be the Ministry of Health, where the traces lead.
'Zhoghovurd' attempted to clarify the official position of the ministry, inquiring whether the current minister's office supports the contracts signed in the past. However, the ministry did not provide any clear responses, stating, 'We cannot comment on an issue currently in the legal process.'
It should also be noted that Nikol Pashinyan is dissatisfied with Anahit Avanesyan's performance, which has tightened the focus on the ministry, similar to the case with the Ministry of Economy that led to a number of criminal cases, arrests, and the release of Minister Vahan Kerobyan. Arsen Torosyan also publicly criticized the leaders of all power structures in Armenia recently, expressing distrust towards both the prosecutor and the heads of the Investigative and Anti-Corruption Committees. In fact, the ruling Civil Contract Party is dissatisfied with the security forces or specifically with a particular deputy, who is still under witness status in high-profile cases. An interesting situation, to say the least.
