Under What Circumstances Will Citizens Be Fined 25,000 Dram Instead of 100,000 Dram for Driving Without Insurance

The Administrative Violations Code stipulates a fine of 100,000 dram for driving a vehicle without mandatory insurance coverage. However, a proposed regulation suggests that if an individual rectifies the violation within 24 hours after committing it, they will be exempt from paying 75% of the imposed fine. Thus, the citizen can sign an insurance contract and pay only 25% of the fine, equating to 25,000 dram.

This proposed change aims to amend paragraph 7 of Article 129.2 of the code. The information comes from the National Assembly, which reported that the Standing Committee on Defense and Security discussed the draft law on amendments to the Code of Administrative Violations in its second reading on January 11. The bill was authored by Deputy Edward Aghajanyan.

In the accompanying report, Deputy Committee Chairman Armen Khachatryan noted that the established fine does not correspond to the degree and nature of the offense. He stated that it has been decided to modify the sanction and reduce the amount of the fine. Accompanying speaker and Deputy Minister of Internal Affairs Arpine Sargsyan mentioned that there were technical proposals during the period from the first to the second reading, which have been accepted. The committee has given a positive conclusion on the draft law.
