It Is Necessary to Endow the Prime Minister with Supreme Commander Powers Even in Peaceful Conditions: Tonoyan
The former Armenian Minister of Defense, Davit Tonoyan, assessed the state of the Armed Forces during his tenure as sufficient for peacetime, but inadequate for conducting military operations. He also addressed constitutional and legal regulations.
“What I, the General Staff, and the Prime Minister dealt with urgently needs changes,” said Davit Tonoyan, asserting that the legislative changes made so far are not sufficient. “It is an urgent necessity to endow the Prime Minister with supreme commander powers even in peaceful conditions.”
