Constitutional Crisis in Artsakh? "Hraparak"

The newspaper "Hraparak" reports: "Yesterday, former commander of the Artsakh Defense Army Samvel Babayan issued a statement saying, 'There is a constitutional crisis in Artsakh,' criticizing the delay in constitutional reforms, which has led to a situation where 'everyone holds power, but is inept; everyone has authority, but no accountability.'

'In the 'super-presidential' governance model of Artsakh, it seems that the branches of power are separated, but the practical mechanisms for balance are lacking; everything begins and ends with the institution of the president.' He calls for 'all possible efforts to be directed towards resolving the crisis, which can only be achieved through constitutional reforms.'
