Neither Artsakh nor Armenia Have Functions: Rubinian Reminds of Russia's and Azerbaijan's Obligations

National Assembly Vice President Ruben Rubinian wrote on his Facebook page:

“The 6th point of the November 9 declaration clearly states that the Lachin corridor is under the control of the Russian peacekeeping forces in Nagorno-Karabakh. This means that the peacekeeping forces are not positioned between the Azerbaijani army and the Defense Army of Artsakh to prevent clashes; rather, they exercise direct control over a 5 km wide area to ensure unhindered communication between Artsakh and Armenia.

According to the declaration, neither Artsakh nor Armenia have any functions in the Lachin corridor because it does not fall under their control. Azerbaijan also has no function in the corridor for the same reason, but has one obligation: “The Republic of Azerbaijan guarantees the safe movement of citizens, vehicles, and cargo in both directions through the Lachin corridor.” This means that Azerbaijan is obliged to ensure the free movement of people under the control of the Russian peacekeeping forces without risking their safety (for example, by not shelling the road or sending fake environmentalists to block it).

By illegally blocking the Lachin corridor, Azerbaijan has evidently violated this obligation. As a result, the obligation of the Russian peacekeeping forces to maintain control in the corridor has also been breached.

The resolution of the situation is the complete restoration of the Russian peacekeepers' control over the Lachin corridor by any means, as stated in the 6th point of the November 9 declaration.
