Azerbaijani President Refused to Sign at the Last Minute in Key West: Robert Kocharyan Shares Details

Regarding the resolution of the Nagorno-Karabakh issue, Turkey was not involved in the Meghri option. This was stated today, December 27, by the second President of Armenia, Robert Kocharyan, during his year-end press conference. He responded to a question about how the Meghri option, proposed during his presidency as a solution for the resolution of the Nagorno-Karabakh issue, differs from the option currently being implemented, which the Azerbaijanis refer to as the 'Zangezur corridor.'

'Don't you see the difference? At that time, the discussion was about uniting Nagorno-Karabakh with Armenia. The Key West agreement assumed that Nagorno-Karabakh would connect to Armenia via a corridor, which would also have the same status. I formulated the corridor's width in terms of security as two sides of a range of fire—42 km of corridor. Now compare this to today's situation, the uncertainty and security concerns regarding Nagorno-Karabakh, and its status. The difference lies in that,' said the second president.

When asked why that option was not implemented, Robert Kocharyan replied, 'The Azerbaijani president refused to sign at the last minute in Key West. I have detailed this in my book. He said that he could not even persuade his family members and commented that he felt he had overestimated his ability to influence public opinion.'

The second president emphasized that this option referred to the right of way: 'It was about a road.'
