Developer Deceives Apartment Buyers, Offering a Small Green Space Instead of Promised Amenities

A group of citizens in Armenia have purchased apartments from a newly constructed building located at 64 Mikoyan Street in the Davitashen administrative district. Initially, the developer, "Nevis Construction," assured the buyers that the complex would feature amenities such as a swimming pool, gym, amphitheater, and fountains. They even proposed a slogan: "A car-free yard."

However, it later became clear to the buyers that none of the promised infrastructure would be provided. Instead of the amenities, the complex, intended for 1,000 residents, will only have a small green area.

“I bought my apartment for $800 per square meter. We all purchased at that price solely for the sake of having a well-maintained yard without cars, so our children wouldn’t be at risk of being hit. But without informing any of us or considering our opinions, they changed the project. They plan to build cottages behind the building, and they’ve routed a road through the yard, which already has a fence. This road will serve the residents of the cottages,” reported the residents to Aysor.am.

The cancellation of the fountains was explained by the developer as a response to concerns that residents might not pay their monthly fees in the future.

The buyers claim to have initiated a petition and reached out to the Yerevan City Hall and the Ministry of Environment. They have also requested a psychological evaluation of the company, which remains unanswered.

“We haven’t received a response from the City Hall; our application has been forwarded to other entities, yet we haven’t received a rejection or any updates. We open the online application, and the status is still unclear. The Ministry of Environment informed us that the developer has not submitted any inquiries to them and that aside from the project, they have not granted permission for anything else,” the residents said.

The developer has also promised to hand over the buildings by the end of this year, but now cites a lack of entrances due to ongoing apartment construction in the capital as a reason for the delay.

If the infrastructure issue remains unresolved, the buyers are prepared to take legal action to address the matter.

“In their initial promotional videos, everything was depicted differently, but they have removed that video and replaced it with a new one under new conditions. We still have the old video,” said one of the buyers.

The first video presented shows the originally promised yard, while the second video illustrates the changes made by the developer.
