«Hraparak»: The Head of the Staff advice to Zohrab Mnatsakanyan surprised him
The inexperience and unprofessionalism of this government sometimes leads to absurd situations that astonish experienced bureaucrats. It is known that electronic document circulation operates within the government, and each official has their personal account through which they receive documents and respond to them. No one has access to another's Malbri account, just as they cannot access someone's personal email or Facebook page.
However, it turns out that young ministers keep special assistants who operate the Malbri system on their behalf, essentially acting as ministers themselves. On one occasion, Hakob Arshakyan refused to accept a letter from the Deputy Minister of Foreign Affairs, considering it an ethical violation that the minister did not personally write to him. When it became a matter of bureaucracy, the Foreign Minister stated that during his official trip, the deputy minister could also write letters on behalf of the minister.
Here, the head of the government staff intervened and grandly advised that the minister retain an assistant to manage his Malbri, which surprised Mnatsakanyan. Incidentally, the Minister of Labor and Social Affairs, Zaruhi BAToyan, also has her assistant running her Malbri,” the newspaper writes.
