Azerbaijan attempted to improve its positions in that part of the border, and Armenian forces not only thwarted these attempts but also improved their own positions in a worthy counteraction. This was stated by the second President of Armenia, Robert Kocharian, in an interview with "5th Channel," "H2," and "Yerkir Media," addressing the military actions that took place near the Tavush border in July.
“I believe that our armed forces reacted correctly, timely, quickly, and adequately. After that, trying to restore the previous situation, Azerbaijan began to shell Armenian villages using both artillery and drones. Essentially, that local battle turned into more large-scale military actions. This is a very brief characterization of what happened. Now, why was Azerbaijan's reaction to that local incident so, let’s say, painful? You know, we must consider all this over the past two years—what was happening at the border, what was happening along the Armenian-Azerbaijani contact line. In essence, we have thwarted Azerbaijan's desire to improve their positions for the first time. The positional advantage is extremely important. In general, military personnel must understand that this conflict has no solution. It will last a very long time, and if your position is advantageous, speaking about combat positions, then you will have very few headaches for many years, and conversely for the other side. That is why it is extremely important to always think about improving and reinforcing positions at the front line, which, unfortunately, we have not been doing in the last two years. They were freely improving their positions and freely reinforcing their existing combat positions. They probably had gotten used to it being that way. And when it was thwarted and the opposite happened, they began shelling the peaceful population, trying to exert pressure on Armenia for one simple reason: to regain what started all this—positional improvement,” said the second President of Armenia.
