Who Can Enter and Leave the Country During a State of Emergency?

The Armenian government declared a state of emergency for 30 days and established who can enter and leave the Republic of Armenia during this period due to the spread of the coronavirus.

According to the draft decision of the government, the following categories are allowed to enter the Republic of Armenia: citizens of the Republic of Armenia and their family members who are not citizens, individuals arriving in Armenia on an official visit and their companions, employees of diplomatic representations in Armenia and their family members, and individuals who are not citizens of Armenia but have the right to reside in Armenia legally.

Justice Minister Rustam Badasyan clarified the restrictions regarding entry to Armenia. “The entry of individuals who are not citizens of the Republic of Armenia is prohibited if they come from countries included in the list of epidemiologically tense countries as determined by the commission or have been in those countries during the last 14 days. Exceptions to this rule include representatives of diplomatic representations, consular missions, and international organizations and their family members,” said Minister Badasyan.

The Justice Minister also added that the exit of Armenian citizens through land border checkpoints is prohibited, except for those transporting goods and provided that the exports are not prohibited under point 18 of this appendix.

“The State Revenue Committee may restrict the export of certain goods or partial batches based on the decision of the commission, including the Eurasian Economic Union countries, or the import of goods to the Republic of Armenia,” said the Justice Minister, explaining that imports and exports will continue as normal, but restrictions may be applied to certain types of goods as determined by the commission and executed by the SRC.
