There is no super-presidential system in Armenia today, says Pashinyan
Armenian Prime Minister Nikol Pashinyan has ruled out the possibility of a super-presidential system existing amid conditions of democracy, legitimate governance, and the fight against corruption. Pashinyan made this statement in an interview with Public Television.
“In conditions of democracy, legitimate governance, and the fight against corruption, a super-presidential system cannot exist because such a system is not possible with purely legal powers,” said Pashinyan.
The Prime Minister emphasized the necessity of acknowledging that democracy cannot be questioned in Armenia. “We can confidently say that democracy is not an externally imported phenomenon for our country. It is part of our people's value system, and we have proof of it. One piece of evidence is the democratic movement of 1988, which was among the first in the context of the entire socialist camp; the second is the revolution of 2018, which was also unprecedented,” noted the Prime Minister.
Pashinyan also reaffirmed during a press conference in Kapan on January 25 that the super-presidential system cannot exist in Armenia. “There is no super-presidential system in Armenia today because where the people hold power, where systemic corruption has been overcome, and where the fight against corruption is ongoing every day, a super-presidential system cannot exist,” Pashinyan stated.
