Kachatryan on Aliyev's Demand to Change the Constitution: No Referendum Will Take Place Now
In general, the authorities intended to change the Constitution before all these events. I mean the authorities that came to power after 2018,
stated Armenia's President Vahagn Kachatryan in an interview with RTVI News. “The talks about this began immediately afterward, and even a commission was formed. People started to work and discuss. This is not related to the peace agreement. We just needed to change the Constitution because the Constitution we are currently working with was created based on one person's idea—the prime minister who was supposed to be the prime minister,”
emphasizing that he was referring to Armenia's third president Serzh Sargsyan.
According to him, the balance of power structures in this Constitution of Armenia has been violated, and consequently, it needs to be changed.
The President further explained that the Constitution has not been amended due to the events that followed. “Because there was war in 2020, and then the subsequent events. That is, there has not been time. There were snap elections in 2021. This is not related to Aliyev's demands,”
Kachatryan noted. Meanwhile, the Armenian President stressed that the current Constitution does not hinder the signing of a peace agreement with Azerbaijan. He also reminded that the Constitutional Court of Armenia reached a similar conclusion.
The President added that at this specific moment, there will be no referendum on the Constitution. “There will be no referendum now. We are heading towards elections. Next year, in June, we will have elections,”
he stated. Vahagn Kachatryan added that Armenia will convince Azerbaijan that the Constitution does not hinder the signing of the peace agreement.
