The Text of the Constitution That May Exist Will Have Regional Significance: Pashinyan
In the context of the ideology of a real Armenia, the necessity for constitutional amendments holds an entirely different meaning. This was stated by Armenian Prime Minister Nikol Pashinyan.
“Despite the fact that it is impossible to deny under these conditions, the text of the Constitution that may exist will also have regional significance. The agenda for a new Constitution appeared with the 2018 revolution. But at that time, I considered it unfeasible. It was illogical to change a Constitution that had been in force for only two months. There was still the question of whether there would be a parliamentary governance system or a semi-presidential governance system. Answering this question would have been very difficult when the parliamentary governance system had been functioning for only 1-3 months. The Constitution should reflect the citizens' agreement on the rules of living and interacting in the country.
In textual terms, no Constitution is problematic. The issue is that the agreement among citizens has not been achieved, because the understanding during the adoption of the Constitution in 1995 and subsequent amendments was that the authorities accepted the Constitution, but the results of that voting have always been questioned. In other words, there has been a legitimate understanding that the people did not vote in favor of it.
For a long time, we have not decided our rules of living, because there was an empire. We have not decided how we live, but now we live in the Republic of Armenia, and yet our perception is that we still do not determine the rules by which we live,” he said.
