After Kazan, We Did Not Give Consent to Any Document: Sargsyan
Although no declaration was signed or accepted in Kazan, it was the last document that was called a working document. I have said and will repeat that a document is called working when it is accepted by the parties as a basis for discussion, has been negotiated for a long time, and then is either signed or not signed and goes to the OSCE depositary. That was the last one.
This is one circumstance. The third President of Armenia, Serzh Sargsyan, mentioned this in an interview regarding the negotiations on the Nagorno-Karabakh conflict.
“Second, after the Kazan negotiations, there has been no document or proposal from the co-chairs that deviates in any way from the main provisions that were included in the Kazan document, because the Kazan document is the offspring of the Madrid principles. Of course, it has been clarified and directed on certain issues. There has been no such document. Including, the package of those three documents has not become a working document and has not gone to the OSCE depositary, because Azerbaijan has not accepted them. Although I stand by that, we also did not give our consent. That is, we were not against and did not give our consent. And, in general, we have not given our consent to any document after Kazan, nor have we expressed any opinion. We said the following: since the Kazan document, which was approved by you, we were ready to sign, if you have any changes, please coordinate them with Azerbaijan, and if the Azerbaijanis agree to accept those proposals as a basis with your certain modifications, then we will respond at that time,” Sargsyan stated.
