Artificial Intelligence-Written Bills Flood the U.S. Congress: POLITICO
The Office of Legislative Counsel (OLC) in the U.S. House of Representatives has encountered a significant influx of bills composed through artificial intelligence. Many of these bills contain errors and substandard legal formulations, according to POLITICO.
Congressional offices and various organizations are increasingly utilizing generative AI tools to prepare legislative drafts. As a result, OLC's lawyers are forced to spend considerably more time verifying and rephrasing these texts. In some cases, errors pertain to references to laws or legal definitions, which could later lead to judicial disputes.
According to one source from POLITICO, staff and external organizations are turning to tools like Claude or ChatGPT for drafting legislative texts. Correcting mistakes found in AI-generated drafts sometimes takes longer than preparing a bill from scratch.
Experts note that generative AI often fails to consider critical legal nuances necessary for legislation. It may, for example, make incorrect references to existing laws or use improper terminology.
This issue exacerbates the already heavy workload of OLC. During the last Congress, the office's 61 lawyers and 19 support staff produced over 30,000 bills. In the first 60 days of the current Congress in 2025, the office received 5,623 requests for legislative work, marking a 72% increase compared to two years ago.
At the same time, OLC is exploring ways to use AI to enhance its efficiency, particularly in speeding up legal research. However, experts believe that this technology should assist lawyers who draft bills rather than replace them.
