Significant High Positions in Kapan to Be Surrendered to the Enemy by Tomorrow at 17:00, Says Mayor
This morning, the Ministry of Defense issued an order to military personnel to vacate advantageous high positions in Kapan by tomorrow at 17:00, surrendering them to the enemy. As a result, it appears that the enemy will be approaching our borders, coming within just 1 km of residential areas. This was stated by Kapan Mayor Gevorg Parsyan in an interview with Tert.am.
“We had occupied advantageous positions, seizing heights that were more favorable for us, sitting in defense several kilometers away from our city of Kapan, as well as from rural settlements to ensure security. Now it appears that the enemy will be nearing our borders and will be only one kilometer away from us,” he emphasized.
The mayor added that disassembly work is not currently being conducted, but by tomorrow at 17:00, the positions must already be vacated. Additionally, Parsyan noted that a section of the road leading from Kapan to four rural areas—Khdzran, Kapan, Yegvard, and Ujanis—falls within enemy territory. “Moreover, another segment of the road leading to Jakatun, Shikahogh, Sravashen, and Nerkin Hand also falls within enemy territory. Thus, our villages here are facing road issues,” he stated, adding that the solution currently is that Russian border guards will be on duty at those roads.
According to the mayor, this may somewhat reduce the danger, but not completely. Responding to a comment about the absence of any mention of this issue in the signed capitulation statement, he acknowledged that nothing was included, indicating that some negotiations might have taken place, and once again, the authorities failed in those negotiations, resulting in this sad scenario.
When asked if he had received any clarification as the community leader or tried to find out how this situation came about, Parsyan replied, “I have raised these questions several times, and I have repeatedly asked that during negotiations, our opinion should be taken into account, and unilateral decisions should not be made, but no attempt was ever made to contact us.”
It should be noted that currently residents of Kapan have blocked the Yerevan-Kapan M2 highway, expressing their dissatisfaction with the situation.
