Criminal Case on Abuse of Office by Defense Officials Sent to Special Investigation Service

In connection with the murders and attempted murders that occurred between 2003 and 2018, a criminal case has revealed several circumstances under investigation by the Main Department for Investigation of Particularly Important Cases of the RA Investigative Committee.

Investigators have obtained factual data indicating that on September 30, 2003, a suspect wanted for murder obtained a Georgian passport using false information from the Ministry of Internal Affairs of Georgia and traveled to France. The suspect applied to the Armenian Embassy in France for RA citizenship in 2010 based on these Georgian documents, and, on February 17, 2011, he submitted a citizenship application to the RA President with the same false information.

Consequently, the RA Police Department of Passports and Visas created a file regarding the granting of citizenship and sent it to the National Security Service of the RA for an opinion. The National Security Service responded that it had no objection to granting RA citizenship.

On June 20, 2011, by the decree of the President of the RA, the suspect was granted RA citizenship under false information, and on October 31, 2011, he received an RA passport from the Department of Passports and Visas, after which he illegally crossed the RA state border multiple times from March 23, 2012, to August 24, 2016, using this passport.

From November 1, 2011, the suspect was accepted into service at the RA Ministry of Defense under a labor contract with false credentials, being appointed as the deputy head of the training unit of a military formation. At the same time, a personal file was created for the suspect at the Yerevan Military Commissariat using his falsified details, without the necessary documents and verifications.
