Nearly 80 Percent Reduction in Red Lines: New Legislation Proposed
A new legislative proposal has been put forward concerning the reduction of red lines for parking in Yerevan. Sisak Gabrielyan, a member of the Republic of Armenia's National Assembly Committee on Legal Affairs, announced that together with MP Sipan Pashinyan from the 'My Step' faction, they have authored a bill that aims to limit red lines designated for parking primarily to certain areas in Central Yerevan and parts of Arabkir.
Gabrielyan presented the proposed amendments. According to the draft, fines will no longer be issued based on photographs; instead, at least a 15-minute video recording will be mandatory.
“The annual subscription period will conclude one year after payment (as decided by the council). Vehicles parked without license plates or with obscured plates will be towed to designated areas. Long-term parking for sale or rent will be prohibited, and specific areas with special rates will be provided for this purpose,” he noted. In the case of theft or other crimes, the videos will be made available. There will be no changes to the existing rates,” he added, mentioning that the draft is set to be presented to the parliament next week.
Gabrielyan also highlighted that the proposal addresses issues related to a 2019 decision by the Court of Cassation. “Taking into account the quarantine situation, instead of a press conference, we will present the key changes proposed by the draft through a Facebook Live on Monday at 3 PM.
