Social Housing Program Benefited Hovhannes Tokmajyan and His Associates
According to the newspaper 'Zhoghovurd', the burgeoning social housing construction in Armenia is regarded by many as an unprecedented event. Over the years, various universities, including the Architecture and Construction University, have had social housing projects.
It turns out that since 2013, this university has been constructing a multi-apartment building at 125 Norq Armenakyan Street, intended to provide housing for the university's young specialists, but the project remains unfinished to this day.
According to one of the beneficiaries, construction was halted in 2016; however, it has become apparent that the university had allocated funds from its own resources to support potential beneficiaries. It was later revealed that those considered beneficiaries in this so-called social program mainly included family members, relatives, and personal acquaintances of the then-rector Hovhannes Tokmajyan, who had previously transferred the construction rights to the 'Engineer League' company created by himself.
Another important detail is that the site is adjacent to the administrative building previously owned by a government body, where Tokmajyan resides permanently. Over time, a building has been constructed in that area, where family members and close associates of the former rector live. It creates an impression that this social housing initiative has served not its original purpose, but rather the personal interests of some individuals.
One more interesting fact is that since April 2016, the crane operating at the construction site of the aforementioned building has been illegally dismantled and remains in that area as scrap metal, disrupting the lives of local residents. Residents informed us that during the dismantling of the crane, the responsible bodies, including the police and the Ministry of Emergency Situations, did not take the necessary steps required by their duties.
