Data Obtained Regarding Hrayr Tovmasyan's Abuse of Office
The Investigative Committee of Armenia has reported that substantial data has been gathered regarding the abuse of official powers by Hrayr Tovmasyan during his tenure as the Minister of Justice of Armenia, along with other officials from the Ministry of Justice and the Yerevan Mayor's Office.
This information comes as part of a criminal case being investigated by the General Department of Investigation of the Investigative Committee, specifically relating to the alleged abuse of power by Tovmasyan and others, including Norayr Panosyan, the head of the legal oversight body of the Ministry of Justice.
As part of the investigation, it has been established that the area numbered 162 at 14 Baghramyan Street was effectively acquired by Tovmasyan through auctions organized by the Yerevan City Hall. The Investigative Committee’s press service confirmed that there is sufficient evidence of Tovmasyan's direct involvement in the alleged crimes, which reportedly resulted in serious consequences as outlined in part 2 of Article 308 of the Armenian Criminal Code.
Furthermore, based on the provisions of Articles 190, parts 6 and 10 of the Criminal Procedure Code, investigations into crimes committed by heads of legislative, executive, and judicial branches, as well as state officials in connection with their public service, are to be carried out exclusively by the Special Investigative Service of Armenia. Therefore, the criminal case has been referred to the Special Investigative Service based on the competent investigative jurisdiction.
