Levon Shirinyan's Open Letter to Nikol Pashinyan
Political science doctor, Professor Levon Shirinyan has written on his Facebook page: "DEAR FATHERLANDERS, remaining true to the ideals of revolution and fulfilling my commitment to you and the state, I have decided to periodically present proposals to the highest authorities of Armenia either in my own name or from the perspective of the CD party's platform. I am publishing a proposal sent to the Prime Minister of the Republic just days ago, which, if implemented, will undoubtedly benefit the state structures of the Republic of Armenia and will overcome stagnation in the long term.

To the Prime Minister of the Republic of Armenia, Nikol Pashinyan
Dear Mr. Prime Minister, it is clear that you have adopted a path for the modernization of the governance system of the Republic of Armenia and for increasing its efficiency by reducing the number of ministries and various departments. One of the main tasks of building a viable state is to improve the centralized management system of the state. The previous management system that is currently in operation was adapted to the demands of lootocracy (thievery), which we must rid ourselves of as soon as possible. I believe it is more effective and appropriate to imitate the state structure of countries that have an optimal organizational situation.
On the other hand, a country that, based on objective data, is close to the Republic of Armenia, and contextually and culturally parallels with the Armenian people, has a Christian culture, democratic tendencies, creative capabilities, intellectual ability, scientific significant potential, etc. The aforementioned and several other factors allow us to consider the Republic of Austria as such a model, with its highly developed political system, classical parliamentary traditions, culture, and strong technological and agricultural potential.
I believe that, upon a relevant application, the government of Austria, led by Chancellor Sebastian Kurz, will provide a certain number of experienced specialists as assistance for the restoration of the state management system of the Republic of Armenia, who, together with our best specialists in the executive apparatus, will create a restructured apparatus and prepare personnel for the state structures of contemporary Armenia from top to bottom, including for various levels of self-governance.
If necessary, we are ready for a detailed clarification-discussion regarding the Austrian model.
