President's Decree Restores General-Lieutenant Title to Vagharshak Harutyunyan
The President of Armenia, Armen Sarkissian, has declared the decree stripping Vagharshak Harutyunyan of his military rank void. The presidential decree states, 'Based on the Prime Minister's recommendation and in accordance with the first part of Article 139 of the Constitution, to declare invalid the decree NHR-1135-A issued on July 22, 2002, by the President of the Republic of Armenia regarding the deprivation of Vagharshak Harutyunyan of his military rank.'
It is noted that the former Minister of Defense, Vagharshak Harutyunyan, was stripped of the rank of General-Lieutenant by a decree from then-President Robert Kocharian on July 22, 2002.
