VIDEO: Illegal Activities of the Musalerr Community Leader Revealed
Employees of the Department for the Fight Against Organized Crime of the Police received information through operational-investigative measures that the head of the Musalerr community has been collecting money from residents of Musalerr and neighboring communities for the use of a tractor belonging to the community, using it for personal needs.
During the preparation of materials, it was revealed that the community leader, who has been in office since 2005, set a fee schedule for the use of the community's tractor without a decision from the council. The fees were established as follows: 30,000 drams for plowing 1 hectare, 20,000 drams for leveling, and 8,000 drams for plowing and leveling household plots. The community leader has spread information among the residents that the money received for the tractor's use would be deposited into the community budget to be used for both community needs and tractor repairs. However, the money was not deposited into the community budget; instead, the community leader spent it at his discretion for personal needs.
Only in 2017-2018, the leading specialist in local taxes and fees from the municipality collected about 1,000,000 drams from those wishing to use the tractor, which was not deposited into the community budget and was spent by the community leader.
A criminal case has been initiated, and an investigation is ongoing.
