Earlier, the publication indicated that the announcement regarding the $800 billion reconstruction plan for Ukraine, scheduled in Davos, has been postponed.
"The Americans want to delay the signing of the agreement until they hear the opinion of Russian President Vladimir Putin," the newspaper noted.
