US Secretary of State Marco Rubio has stated that Ukraine will not be able to return to its 2014 borders. Rubio is convinced that the conflict has no military solution, Russia will not assume complete control over all of Ukraine, and Ukraine, in turn, will not be able to push Russian forces back to the positions they held in 2014.
