The Mayor of Yerevan, Tigran Avinyan, has addressed the obligation of developers to construct certain infrastructures in newly built neighborhoods. He stated, "Dense construction has been carried out in Tsarav Aghbyur; where a kindergarten was supposed to be built, another apartment building has been constructed. Now the city of Yerevan has found land, and it plans to build a kindergarten next year on its community land adjacent to that neighborhood. By imposing certain responsibilities on developers, we are addressing specific issues," he said.

According to Avinyan, there are inquiries that for the corresponding volume of construction, space should also be allocated for a kindergarten and, in some cases, a school: "This depends on the size of the neighborhood," he noted.
