Vladimir Putin addressed the statement made by Charles Michel regarding Russia's betrayal of the Armenian people during the plenary session of the 20th meeting of the Valdai International Discussion Club.
Putin referenced a popular saying, "Whoever's cow barks must keep silent" in his response to Michel's claims.
Earlier, European Council President Charles Michel had stated, "Russia has not ensured peace and security in Nagorno-Karabakh. It is clear to everyone that Russia has betrayed the Armenian people."
