Some Communities in Artsakh Switch to Voucher System for Bread Purchases
Residents of Martuni and Chartar cities, along with larger communities such as Sos, Karmir Shuka, Berdashen, and Gishi, have begun purchasing bread using a voucher system since August 23. This was stated by the head of the Martuni district administration, Hunan Hayrumyan, during a conversation with a correspondent from Artsakhpress.
“Taking into account the population size and the limited stock of grain harvested, we have concluded that we must use our resources sparingly,” H. Hayrumyan elaborated. He noted that a voucher template has already been developed and distributed to the residents, with a sample sent to the communities.
“The voucher includes the head of the family’s name, the number of family members, and the amount of bread to be provided. We have considered the weight of the bread; for families with up to three members, we are giving two loaves, for families with seven members, six loaves, and for eight members, seven loaves. We have taken into account the flour reserves and the bakeries' capacity, and I do not believe any obstacles will arise in these matters. The vouchers will indicate the dates, and once the bread is provided, the bakery or store employees will mark on the voucher that the amount of bread for the specified 24-hour period has been received,” summarized H. Hayrumyan.
It is also mentioned that considering the difficulties in acquiring bread, Artsakhpress has sought a comment from the Stepanakert municipality regarding whether the voucher system should also be implemented in the capital. In response, the press officer of the municipality, Varduhi Ohanyan, stated that there has been no discussion on this matter so far.
