Azerbaijan Decided to Start War Back in April-May 2020
Azerbaijan made the decision to commence military operations against Artsakh back in April-May 2020. This was stated by the Secretary of the Armenian Security Council, Armen Grigoryan, in an interview with Radio Liberty.
“Many people say that the events in July triggered the start of the war. That decision was made much earlier. In October, intelligence data revealed that a decision to begin military operations had already been made in Azerbaijan in June. Analysis indicates that the decision to start military actions was made at least in April-May,” he said.
Grigoryan also referred to reforms in the military, noting that they are extensive, ranging from automated management systems to improving the social conditions of soldiers and officers. “Work is being carried out intensively, and these changes will be visible in a short time,” Grigoryan added.
