Detailed Report on Military Expenses to be Presented in Closed Session at the National Assembly, Says Pashinyan
There was a significant debate regarding the 2020 budget concerning whether bonuses were paid by the government from the funds transferred by the 'Hayastan' All-Armenian Fund. This was stated by Prime Minister Nikol Pashinyan during a government session on April 22.
“The government has allocated approximately 120 billion drams for expenses related to the state of war. Of this, 52 billion drams were allocated by the 'Hayastan' Fund.” Pashinyan announced that during the parliamentary report on the 2020 budget, a detailed line-by-line account should be presented in a closed session regarding how the 120 billion drams were spent, to finally close this topic if it is not yet closed.
He noted that from 1992 until September 2020, 247 million dollars were raised through the 'Hayastan' Fund for implementing programs in Armenia and Artsakh. “During the 44-day war, 212 million dollars were raised, which accounts for more than 70 percent of the amount raised over 28 years,” said Pashinyan.
He revealed that a decision was made to allocate 110 billion drams for implementing infrastructure and housing projects in Artsakh over three years. “This will be a larger project than all the programs implemented by the 'Hayastan' All-Armenian Fund in Artsakh. In other words, in three years, a more substantial project will be realized in Artsakh than what the 'Hayastan' Fund has implemented in 29 years since its establishment.”
