New Legislation: Pay 50% of the Fine to be Exempted
The Ministry of Justice has introduced a draft amendment to the Code of Administrative Offenses. The justification for the law indicates that if adopted, it will allow for the mitigation of the negative consequences caused by the state of emergency, martial law, and the quarantine regime declared in 2020 in the Republic of Armenia.
In 2020, due to the declared state of emergency, established quarantine regime, and martial law, several groups within the population found themselves in a socially vulnerable situation. Furthermore, enforcement measures taken based on public law financial claims have led to additional inconveniences and, in terms of the costs associated with enforcement actions, a new financial burden for debtors.
The draft proposal suggests that if individuals who have committed violations with fines imposed under several articles of the Code of Administrative Offenses voluntarily pay at least 50% of the fine from the date they receive the decision on the fine, their obligation to pay the fine will be considered duly fulfilled. The action of the law will also apply to administrative acts issued prior to the law's adoption if the fines are paid within the specified period.
