Azerbaijan Claims to Have Exchanged 44 Prisoners, Captured 100. Can You Explain What is Happening?

Tigran Abrahamyan, head of the Analytical Center "Henaket" and former security advisor to the President of Artsakh, wrote on his Facebook page:

“A new photo and video have been published through a Telegram channel showing servicemen in Armenian uniforms. Azerbaijanis claim that 44 Armenian prisoners have been handed over to Armenia, yet around 100 have been captured. In another report, it is mentioned that the number of captives is 160.

I again appeal to the Ministers of Defense of Armenia and Artsakh as well as the heads of the National Security Service. Can you please clarify what is occurring and explain the situation surrounding us? Do not throw the blame on each other. If the sole responsible party is Nikol or Arayik, then say so; otherwise, you will be held accountable.

Can anyone explain why you continue to surrender areas not specified in the November 9 declaration?
