Corruption Misappropriation: NSS Disclosure
The National Security Service of Armenia has uncovered sufficient factual data regarding large-scale misappropriation of property by the former head of the Verin Getashen community. Particularly, during the replacement of 19,552 meters of iron water pipeline with polyethylene pipes in the years 2016-2017, in collusion with the leaders of the contracting companies 'Medison Eybl' and 'Keyr Bliding Services', it was concealed that approximately 1,450 meters of the pipeline had not been replaced. Furthermore, it was hidden that 875 meters of the same pipeline had already been replaced using funds from local residents engaged in business in the Russian Federation in 2015.
Due to this fraudulent scheme carried out under the program of the Agricultural Development Office of the Ministry of Agriculture of Armenia, 56,300,000 AMD allocated for the replacement of 2,325 meters of the pipeline was misappropriated from state and community budgets. On June 20, 2017, these works were falsely reported as completed within the framework of the aforementioned program.
Additionally, it has been revealed that during the implementation of these works, officials from the Gegharkunik territorial division of the State Urban Development Inspectorate and the Ministry of Finance exhibited negligence in their duties, leading to an improper acceptance of the projects executed by 'Medison Eybl' and 'Keyr Bliding Services'. This carelessness caused significant damage to the rights and legal interests of the state and the Verin Getashen community.
Other materials prepared by the investigative department of the NSS indicate that the principal of the 'Hovhannes Tumanyan High School No. 3' in Gavar, in his capacity as an official performing organizational and administrative functions, has abused his position by issuing orders for eight individuals to be appointed to various positions from 2006 to 2020. These employees did not attend or fulfill their work obligations, resulting in the misappropriation of approximately 37,665,128 AMD from the state budget for the years they were absent.
Simultaneously, it has been established that between 2008 and 2019, the principal failed to meet his functional responsibilities by not dismissing 11 students who had been away from Armenia for an extended period and ceased attending school. Moreover, he instructed faculty members to ignore their absences, fabricated attendance records, and provided them with counterfeit graduation certificates.
These actions have discredited the state institution and disrupted the fundamental principles of public policy in the field of general education, causing significant harm to the legitimate interests of the state. Measures are being actively undertaken to identify all individuals involved in these criminal schemes, individualize each person's actions, and fully restore the damage caused to the state institution or community.
