«Joghvorut» Reports: Ministers Are Not Performing Well. Why Did Nikol Pashinyan Get Angry?
«Joghvorut» newspaper reports that during yesterday's government meeting, Prime Minister Nikol Pashinyan spoke quite rudely regarding the amendments to the laws on "Ensuring the Sanitary and Epidemiological Safety of the Population of the Republic of Armenia" and "Protection of the Population in Emergency Situations", as well as related legislative initiatives.
The fact is that government members came unprepared to discuss this important draft, which has been in development for two months, because they only received the extensive document yesterday and had no time to review it. This situation sparked the anger of Prime Minister Nikol Pashinyan, who sought to understand why important drafts are not discussed in advance and why even the smallest amendments are made during the government meeting itself.
Moreover, the «Joghvorut» newspaper noted that the draft was published on the unified website for the publication of legal acts immediately after the government meeting concluded, whereas it should have been publicized prior to the meeting. The draft should undergo public discussion, and all ministries should submit proposals before the draft is finalized and presented to the government.
However, yesterday the opposite occurred, which, according to «Joghvorut» sources, frustrated the Prime Minister. His reprimand did not end after the government meeting, as he continued to express his dissatisfaction with the ministers' approach, while the ministers themselves were attempting to pin the blame on each other instead of admitting the failure.
It is worth noting that this is about an important draft designed to replace the legal regime of a state of emergency. This change would allow for the application of certain measures and restrictions related to the risks of infectious diseases penetrating, originating, and spreading within the territory of the Republic of Armenia, as well as the emergence of outbreaks and epidemics, and the potential for emergency situations resulting from them.
