Will Utility Payments Be Frozen or Not
Auroranews has been receiving numerous calls from citizens these days, specifically inquiring whether utility, telephone, and internet service payments will be frozen due to the circumstances surrounding the coronavirus outbreak in the country.
Many of the callers mentioned that they work in private, non-state organizations. These organizations have halted operations during this time, forcing employees into unpaid leave. "In these circumstances, making any kind of payment becomes impossible," citizens have stated.
To clarify whether discussions have taken place or any decisions have been made on this issue, Auroranews contacted the spokesperson of the Public Services Regulatory Commission. We were informed that there are currently no discussions on the matter, but if any developments arise, they will notify us.
The spokesperson for Armenia's electrical networks also mentioned in our conversation that this issue is a priority for them, and their employees are actively monitoring public opinions on it. However, no decision has been made thus far.
It should be noted that Article 372 and Article 417 of the Civil Code of the Republic of Armenia outline the grounds for mitigation of damages and exemption from liability during emergencies (force majeure or irresistible force). Meanwhile, Article 1091 specifies the grounds for exemption from liability for damages caused by individuals.
